Someone correct me if I'm wrong, but I believe all of the vendors that sell the stretch bras say that they can be cut for the license plate opening, and claim that the fabric won't run. Once you do that though, they all say you can't return it for any reason.

Or maybe remove your front plate, install the bra, reinstall front plate over the top. Only problem would be having to remove the plate every time you wanted to removed the bra.....

Have not seen a stretch front cover that has a license plate opening nor have I heard that you can cut an opening and not have the material come loose, but best bet is just to call the manufacturer (or a vendor) and see what they say.

Hows about another way? I had two strong magnets with holes drilled to the front. then put the bra on and the licence plate hold by the magnets trough the bra.
It hold really good. the new plates here are aluminium so i glued a metall plate on the licence.
I have gone back, looked & looked at all of the vette accessory websites that I frequent but can't find the stretch bra that said it could be cut for a license plate opening, as I claimed in my original post above. I know I didn't dream this, and have no reason to make up such a claim. I do remember thinking at the time I first read the bra description that it was hard to believe that any kind of stretch material wouldn't split wide open if cut. I'll keep looking, but please don't anyone order a stretch bra thinking it can be cut based on my original claim. Sorry for any confusion I may have caused.
