There is no difference in valuation of a '04 Z with 100 miles or 25,000 miles. The price deduction for mileage begins at 25,001.
What's up with that?

It is a guide. It does not cover every possible factor that affects value.

It's not a deduction at 25000, it's a reduction in the added amount for low miles. From zero to 25000 is an appr $8000 add on for low miles, above that the amount decreases. Anything under 25K makes the car worth more (theoretically) because it has been driven less than the average.
