So my question is what is your actual budget? for tires wheels and sensors mounted and balanced and shipped.
You should find a vendor who knows your car ( a C5 ) with the proper offset, he should be able to offer you a range of tire options. Just remember one thing.. AS I tell many people here... " I cant afford to buy anything too cheap "
Meaning, cheap tires and wheels will cost you more in the long run.
tires are going to cost you, 700 to 1200 dollars
tire pressure sensors are going to cost you 450 dollars
shipping will cost you about 80 dollars.
Don't buy cheap wheels they will bend if you hit a pot hole.
Your best bet would be to go with stock sizes, 17 fronts, and 18 backs
you could go with 18 fronts and 19 backs, because these wheel sizes offer a range of tire options.

As for tires, I have had good luck with both Tire Rack and Discount Tire Direct - shop each and see which gives the better deal.

without a spare and no means to tell when a tire is going flat, its only when the car becomes unstable and at risk for an accident do you know. At this point you may have irreparable damage to the tire and wheel
with TPMS you get a heads up at 25 psi that your tire is low on pressure. even with a slow leak and the heads up warning, with a small compressor you can pump your slow leak back up to get you home or to a safe haven to have the tire repaired, without a costly replacement..
Buying them used they have already lost all the value theyre going to lose, and you can usually sell them in a couple years for the same price you paid or something close.
3 piece wheels hold their value extremely well on the used market, you can aso customize and refinish them as you please.

I have that system on three of my other cars. The ones that don't have it, well, a quick visual will show me if I am in trouble, and each car has an air pressure gauge, plus three of them have a mall compressor in them, just in case, and that includes the 2014 Camaro I just bought.

the former owner chose the cheap route not to replace them, there is no reason to have ever turned them off. The information they offer has no down side. the TPMS last from 8 to 12 years and in some very rare cases, 17 years.
