Ever really try to do this? Kind of impossible. OP, do you keep resetting things? You need to drive 100 miles or more in some cases for all the I/M monitors to run, some seen the gas tank to get low enough for the EVAP tests to run (1/2 tank or so).
Never followed the above instructions, but when I used to inspect vehicles, I would drive down the access road or highway @ 55mph for about 25-30 miles total and would have about 95% success rate with less than 2 monitors reading "Not Ready" which was enough to complete an inspection.
Also had a guy drive to dallas and back with no luck. His issue I believe was from his tune.

Some states allow up to 2 I/M monitors to show NOT READY and still pass. Resetting ANY CODE(S) will RESET ALL the I/M monitors-FYI. Get a cheap Actron scanner and you'll KNOW before you take it in how many I/M's you have in the "OK" state. You can't see I/M status via the DIC.
