I assume you are from the Maryland area? I have seen this car at Carlisle and it had Maryland tags on it, but I am not certain who built it. You may want to post in the Regional Forum sections and ask.
Have you tried the website listed in the picture? 5 mins of searching and I found more pictures of it at least. Search by manufacturer, choose corvette, then go to page 4. Listing is 1997 corvette c5 aut. Wide body binturong 530 hp org.8000 km 1a.
A few listings later I found the exact match to your picture in the listing for 1997 corvette c5 lingenfelter twin turbo wide body 7300km. Says it is a lingenfelter 1 of 2 originals.

Lingenfelter only built 2 of them and discontinued the kit. Bumper/headlights/fenders/hood were all custom made by lingenfelter and are not available anywhere. You'd need all of them to get it all to fit, notice the cut of the headlights, and how the front bumper is wider than stock to fit the flared front fender.

Pretty cool car.
all I know is a really really want that hood. but after a side profile of that front bumper I don't like it anymore.
