That is about the going rate for the year and miles.If fluids are still factory fill,it would be best to change.I paid 26k for a 2004 Z06 with 23k miles about 2.5 years ago.It also was stock except for some tasteful mods.The final year for the C5 Z06 was the best year and you are getting it at half the original price.
In December I bought a low milage (18,881) 04 Z06 blk on blk that was a 1 owner car from NV. This thing is spotless and it looks like it has never seen rain. Was owned by a 60 year old that most likly used it as a weekend toy. The one you are looking at if it's as good as you say that price is right on the mark. Good luck.

Amazing how well the C5 Z06s are holding value. 2008-2009 C6 coupes are now around what a low mileage C5 Z06 cost.
That's what I found when I was looking. Only most of the base C-6's had a lot more mileage for the same $$$. The one you are looking at seems to fall in line with what I saw. I bought a '02 ZO6 a month ago with 39,400 mi. and paid $24,500 out the door. The interior is like brand new. It is black/black.
Not a terrible deal. I looked long and hard for my ride. I did find a smoking deal, bought a 2004 Z06 Commemorative Edition with 11K miles and supercharged, paid $28K for it.
Where is your car located? You are in Wisconsin. I would pay more for a southern car that has not seen snow/ice/salt.
I live in WI as well, and I seriously doubt a 10 year old Vette with only 16,000 miles on it has seen any salt or snow. I would have more concern with the sun damage from a southern vehicle that may not have been garaged.

I agree, I live in chicago suburbs and never saw a Z on the roads in the winter, that brutal sun in the south will do more damage.
Go for it, you won't regret it, and the price is right. I mean you are essentially paying half the price that the car was new, and it's pretty much still new. I paid $26,500 for my 2002 Z06 with 8,600 miles on it as a point of reference.
