The receiver has a switch in it which is normally closed until the buckle is inserted and it then is opened. This allows the light to be lit if the buckle is not inserted.
Not sure if the switch is a serviceable part or if you have get buy an assembly.
You can disconnect the receiver/switch wiring connector and that will eliminate the light.
