This is what I have on the FOBs.
The key fobs are in 4 groups. The 00 has a different part number but I believe it’s because the passive entry feature was deleted during the 00 model year:
97-99 - 10253839
00 - 10432147
01-04 - Number 1 Fob - 25695954
01-04 - Number 2 Fob – 25695955
About 2 seconds into the FOB reprogram. the horn rapidly honks and the doors lock/unlock. The message "1st fob learned" is never displayed.
Battery is brand new.
Is this a bad transmitter?
When you change the battery in the fob, you need to do the reprogram on the dic. When the car battery is changed or placed back in the car, hold the lock, unlock buttons at the same time. This may work for you.

Changing the battery in the fob doesn't require reprogramming through the DIC, you will only have to hold down the lock and unlock at the same time until the horn honks (that resyncs the fob to the already programmed fob you are replacing the battery in). You don't need to go into the programming mode to do that.

Already did this. The car was stored for the winter with battery disconnected. This is when i got the freak-out rapid honk door unlock.

Loss of synchronization will occur after transmitter battery replacement or disconnection of the vehicle's battery. If attempts to resync your transmitter to the vehicle are not successful, you may need to match the transmitter to the vehicle. Now the 02 may be different then my 98 and i apologize if I'm wrong. I dropped one of my fobs and it quit working. Every time i took the battery out of it when i repaired it i had to redo it through the dic.
turns out the transmitter was shot. Probably my fault. I have one of the rare flip-key fobs and I modified mine to have a tiny SMD LED and momentary button to illuminate the key hole at night. A new FOB circuit board fixed the issue....and significantly increased my FOB's range.
