I've yet to see an average Z06 driver go 12.6 this summer. Most average Z06 drivers go about 13.0 when the temps get up in the mid to high 80s.
I have a good amount of drag racing experience and the fastest I have been able to go in my stock Z06 this summer in the heat is 12.8 with a 2.0 60' time. I stepped into the brother's GenII GTS on the same day and went 12.3 on my very first try. http://forums.corvetteforum.com/zerothread?id=352291

I sold a 96 RT/10 to get my 02 Z06. Assuming the 95 Vip is stock, the Z06 should take it in straight line and track performance. Mostly it is simple HP to weight. The Z has essentially the same HP, a bit less torque, but is about 250 to 300 lbs lighter. Mods to intake and exhaust alone on the Vip could change the outcome. Weight loss is not that easy. A Gen 2 Viper is an altogether different story.
