Ever seen a rubber band, which has been sitting around for a couple of years? Pull it once, it cracks and breaks, because the rubber is all dry rotted and decayed..... lost all it's elasticity.

Tires and rubber bands are not made with the same rubber. Tires will last 10 years or longer depending on conditions. They don't all of a sudden explode when they get to be 10 years old. Those 13 year old tires made it this far with no problems. It really depends how he plans on using his car. A few hundred miles a year driving to car shows, he could get years more use. If he is going to put thousands of miles a year on it, he should definitely get new tires.
