I notice that when I start the car in the mornings and I flip the lights on , no issues , run car for 20 min , turn off car , when I restart and turn on the lights they wont pop-up. I have to turn the switch on and off a few times to get them to pop-up... thinking its lightswitch on the column, has anyone had this issue, before I start replacing parts? any info would be greatly appreciated

Do the lights turn on but not pop up? Or do they not turn on and not pop up? There are tests that can be done to isolate an exact cause. But, in my experience (I own and operate a repair shop specializing in Cadillac and Corvette) if the lights come on but the doors don't open it is the headlight door motor module. If the lights fail to come on and fail to open it is the switch. There is of course the possibility of wiring issues, but that is less likely.
I had a similar issue with mine and it was the switch which failed. Try using the twilight function on the DIC once they don't pop open, that should confirm that your switching is going.

I have a similar issue with my 2002. The headlight comes one but doesn't pop up every time. how do you diagnose power or gear issue?
A random issue is not easy. It could be the rubber stops are bad. Common issue. You could try replacing them first. Very easy and cheap to purchase. I have that info at home.
I can also provide you the connector views so you can see if they are getting voltage but then if it is random it is hard to catch it in the act.
Are you having an issue with both sides not coming up at the same time?
Could be the control module is the issue or the signal from the BCM is the issue.
Random issues suck to diagnosis.
