Couldn't be that hard or expensive to manufacture, but maybe the demand isn't there.
I just pulled the trigger on the Spec-D Euro Black Dual Projector Headlights I mentioned earlier in this thread. $357 total with shipping. I'll offer input about them if anyone's interested. They kinda look like the Depo's in the picture, but not sure. If I don't like the look, I'm thinking they could be modified once you get the basic assembly in hand. We'll see .....

Can you tell us why? Poor fit? Didn't work? Did they spontaneously explode in your hands when you took them out of the box?

No fit at all, I had to modify the brackets to make them work, quality of all the plastic parts felt very cheap and flemsy, the holes in the shrouds where only half trimmed (the lower half of the holes were very jagged edged and rough looking), I threw away all the seals and weather strips that came with the kit because they were so old they were falling apart and flakey foam. Projectors and HID kit were far lower quality then I expected but they fuction (most of the time).
All I can say good about them is "if" you can get them installed right and "if" you can get them aimed right and get the shrouds on and still have them aimed right.
Then they look good and work better then the stock lights. At least untill the paint starts rubbing off the shouds and the clear plastic parts get all scratched up from rubbing on the underside of the hood. And they leak when I wash the car now.
Honestly if I could aim the $300 depos from side to side I would put them back on the car.
But thats just my experience with them, most of the people that buy the SLC v3 are happy with them. I may just be to picky but for the price I think not.

Thanks. That's much more helpful to understanding the complaints about these lights. I think I'll just give up on fixed headlights. One option clearly isn't good quality, and the other just being too expensive.
I may to reinvestigate the half open option.
What are affordable fixed headlight options? I am considering buying a slightly wrecked C5 to build as a track car. The donor I am considering right now is missing the left headlight assembly. What affordable options are out there for a fixed headlight which eliminates the OEM mechanism?
There's only 1 good quality fixed headlight option for the C5. However, it is very expensive. Check out the Light Cannon V3 from Sharp Light Innovations. You can find the depo style frog eyes with google or eBay. However, these are terrible headlights. Plus, they look HORRIBLE. If I were you, I would source a used headlight assembly from someplace like Vettenuts rather than replacing the lights with cheap frog eyes.
So this thread is about fixed headlight options, whereas the current KnightDriveTV kit is still a pop-up headlight. Granted, it doesn't pop up very far. That said, KnightDriveTV has suggested they are also working on a fixed headlight option but they haven't released further details yet (soon, supposedly).

The guy who resurrected this thread is looking at a car without the left headlight assembly. As such, he would need to get a new assembly to make the KDTV headlights work. That's the whole reason he wants a fixed headlight option.
These do not eliminate the pop up assembly do they?

Well... The first "concern" should be do you drive much at night? If so, the stockers are the worst headlights on the planet.. Stay home!.. Definitely scrape em for Any night driving and Change them if you do. As is, the GM headlights are for the law only. Not for driving a Corvette beyond 25 mph!!... Imagine driving a C5 At Night with the nice cruising speed of one hundred miles/ hour.... Blind!
