Default ? about headlights

just need to know if high beams and low should both come on when high beams are used

Now they do sell a wire that bypasses that to where both comes on.

I don't believe that's true. A lot of cars had low beams that stayed on with the high beams. As an example, on my '99 Honda Accord both sets of lights would be lit.

close but not quite, but I have yet to see this and it would make bi-xenon headlight illegal.

The regulation is that no more than 4 forward projecting lights may be illuminated at any time. For a typical reflector-type headlight system, it makes sense to shut off the low beams when high beams are active since high beams are designed to illuminate further and in order to be effective foreground lighting needs to be minimized. The problem is with the C5's horribly dated fresnel headlights and older halogen bulbs, the driver needs all the output he can get just to see safely.

You are correct radioflyer is the vender very nice setup but have a problem and have emailed him here and the web site and no response to any emails

True, but for the C5 corvette (and most other GM vehicles around that era with 4-bulb headlights), the high beams would shut off.
