Yes, that power port is always hot - at least it is on mine.

According to the owners manual fuse #11 is for the power port in the center console. (Passenger foot well fuse box) Fuse #7 is for the cigarette lighter port to the left of the ash tray.
Shop manual INCORRECTLY shows fuse #11 as hot with the ignition in ON and ACC. It is hot at all times.

UPDATE: Just replaced Fuse #1 - it was cooked!. That is the first fuse I have seen blown in 15 years as a DD... on the one thing I have never used in the car!
Here is the fuse that fixed my problem...
