Needs elevators.

Elevator
A hinged flap on the horizontal stabilizer of an aircraft, typically one of a pair, used to control the motion of the aircraft about its lateral axis.

C4 wheel bearings are already stressed enough stock- look at that rear offset!

Looks to me like a first try on the C4, by the same team that tried to improve on the C5/C6.
