None of the GM recalls actually "fixed" the issue except where they really modified the column so it could not lock. If that was not done you NEED to install an LMC5. I can post that info, not at home now.

Not uncommon for people to "put the column in a pre-lock condition" and not know it and then start with the install. In other words, they started with the column lock “energized’ even if it was not actually locked yet. If not actually locked yet, it will be as soon as you turn the steering wheel after the LMC5 install. It will then remain in the locked condition until you cause the motor to unlock. It will then remain in the unlocked condition since the motor is then unpowered with the circuits disconnected.
Here is one way to prevent that if your column locks and unlocks normally:
If the CL is functioning normally you don't not need the Unlocker, merely turn the ignition ON, pull fuse #23 in the I/P fuse box, turn ignition OFF, turn the steering wheel (left and right) and verify it is unlocked. Next, disconnect the negative battery terminal, re-insert fuse #23 and continue with the install.
Also the 1999 and later C5's have a column lock relay that can be unplugged or else it will be powered and could fail and drain the battery. The LMC5 written guidance provides this info. This relay is above the BCM.

If the car is a manual, and the column does NOT lock with NO KEY in the ignition then one of many different things has been done.
1) a CLB or LMC5 was installed. Since your father owned the car before you he may have done that or not.
2) The recall service that was done was AFTER Feb 2006. In early 2006 GM came out with variation 04006C that replaced the lock ring with a small diameter lock ring that CANNOT intercept the lock pin. Therefore the column cannot physically lock any longer. They ALSO installed a GM K Harness (guaranteed to fry when the battery goes low). They may also have reprogrammed the fuel shutoff to 2mph which would subject you to a possible stranding if the BCM and column lock get out of sync. That MOST often occurs when the battery goes low.
They also should have done the "spliced purple wire and relay mod". You can look for that in the passenger foot well behind the toe kick. It will look like this:

If I owned the car and had no idea what had actually been done to the car for recall service, I would order and install an LMC5. Google "compliance parts" and read about the product. Keep the install instructions once you install it as you may need to do the "brown wire" mod on page 2 of the instructions if you get the "Pull Key......." message after the LMC5 install.
The advantage of the LMC5 is that it abandons ALL factory or dealer recall service wiring related to the column lock system. THe LMC5 module connects directly to the BCM and therefore avoids having to deal with any of the factory or recall column lock FUBAR...
