Are they chrome or polished?
If polished then yes and absolutely not. They would mask the wheel apart from the red rim, at least that's what my powder coater would do.
The tires could not remain on the wheels.
Can they coat chrome if indeed they are chrome... I don't think so.

You can powder coat over chrome..if the chrome ever starts peeling it will take everything off with it. you MUST take off the tire for the Power to get baked and hardened.. the tire will melt if you try to bake it with the wheel. any good powder coating place will know how to prep the wheel for coating.. painted/cleared wheels topically will need to get sand blasted before coating if you wan the coating to stick for a long time..
