From what I can find there were 4 GM Factory Recalls issued for the 1999 C5. When buying used how do you find out if these recalls were performed or not?? I searched the NADA site via the VIN # and the vehicle I have in question was produced prior to 8/2009. So, no records are available.
My concern is the Steering Column Lock Problem issued in 2004.
Any way to find out? The Car Fax shows no recall performed. The GM Dealer I am purchasing the vehicle from says maybe they can find out from the factory.
Any help before I finish the purchase or walk away from it next Saturday.

Ignore any column lock "fixes" done by a dealership. Buy a LMC5 Module and you'll be done with it.

Any GM dealer can verify in their system using your VIN as to what recalls have been applied.

Is this still true? I have been to 3 local chevy dealers and all of them tell me they can not go back over 10 years. (or over a 10 year old car, I don't remember exactly) I tried it for my '95, '96, and '99's and they could get no information. Are my local dealers just bad, or is this information still available?
OP Good luck trying to find the SWPS or the EBCM for the early year C5 cars through that source. If it were a viable source for these parts on the early year C5's it would have been all over the C5 Forum's like wild fire LONG before today.
I have a 1998 vert and this summer I went to a GM dealer and they pulled up all the maintenance records and recalls that had been done since new at a GM shop.
Type in your VIN and hit the search button. When the screen comes up, at the top of the page will list , as follows ( I used my VIN )
VIN: 1G1YY************
Year: 2004 Make: Chevrolet Model: Corvette
Number of Open Recalls: 0
See that "Number of Open Recalls" ?, Anytime a "Campaign" , as it's called, is done on a car from the dealer, it also get registered with the NHTSA. If it's 0, as mine is, then all Factory recalls were done by a dealer. If a recall has not been taken care of it will list the number of "Open Recalls"
