Since the lights are driven by an electric motor, they will not move with the battery disconnected.

you can use the manual ***** located by the headlights to lower them should be a rubber boot on each one..just remove boot and save then lower or raise your headlights...if you battery is disconnected then you will not have any power to use a switch to lower or raise your lights

One thing that will keep the lights in the upward position is if a bulb is burnt out. The is a common problem following a HID installation, the car senses a light is out and the is how it ells you of a problem.
If your battery is now out of the car they is no "juice" to me them.

"Multi function switch" They are pretty cheap on amazon compared to everywhere else. I just went through swapping mine out a few months ago.
