I think it's not conventional to ask two unrelated questions in one post but let's see how it goes.
1: I'm planning on tracking my c5 and need a tow hook on the front and back. I noticed the radiator support sitting on the bottom of the front bumper. Is that an approved spot? (I have had it loaded into a flat bed using those)
2: My car has some engine bolt ons (cam, intake, long tubes, port, etc) and I was wondering how it was tuned. As in are the stock ECU's tunable? If so, how? Or how could I find the piggy back or whatever it has. (Apologies if it's a dumb question...I'm coming from Japanese cars and I don't believe my past knowledge applies very well.)

I don't think the radiator support is a very good place to use for the tow hooks. The front and rear frame members are a better choice.
Front Mounting
Rear Mounting
Hooks Before Mounting
Both these hooks were mounted with riv-nuts and rely on the verticle sections of each to pull against the frame. And neither require removal of body parts
for installation.
Yeah, I was aware of those but I dislike the look. Trying to keep the car as stock looking as possible. Do you think I can get a tow strap behind the license plate cover?
PS: Found my answer in another post. I'll do that.
