Ball Joint Torque Question

Ball Joint Torque Question
Hey I see that torquing the ball joint nut on the lower ball joint calls for X amount of torque then X amount of degrees, then some more torque. I'm kinda confused as to why you would torque it to 52 lbs or whatever it is after you turn the thing 180 degrees?? I'm asking because I'm having to replace my ball joints AGAIN and the last time I did it the joint was way tighter than 52 lbs, because I turned it 180 degrees. Just need to know the exact way to do it.

Here is what it says in my service manual:
Lower Control Arm Ball Joint Stud Nut (1st Pass) 20 N·m 15 lb ft
Lower Control Arm Ball Joint Stud Nut (2nd Pass) 210 deg
Lower Control Arm Ball Joint Stud Nut (Final Pass) 70 N·m 52 lb ft
