You sure that's all cars? Sounds like an SUV/Multipurpose Vehicle law to me. Most regular cars have to be 35% all around in most places.
Here in Iowa, 70% of light has to go through. That sux, factory tint is about that. The cops can and WILL pull you over for it and WILL give you a ticket for it. Over the past 25 years, I've paid at least 12 tickets for my Talon's tinted windows before I finally got a tint exception for having light sensistivity. Both my C5s have tinted window too but for some reason the cops leave me alone in them, the Talon however

Damn, 70%, that does suck. Some people go a little darker than legal limit, just don't be upset if your ticketed. Here we need 25% or higher for the front windows and I've had mine at 15% for a couple of years with no issue.(Although ceramic so it's closer visually to 20%)
If your state is that dickheaded about tint, I don't think I would mess with it.

Actually, the Laser (or Talon) are not imports, they were made in Normal Illinios.
haha true I forgot DSMs made in Normal Illinios. Considered it an "import" since Mitsubishi was the main designer of the car and a lot of the parts had the mitsu symbol. Funny I also owned a dodge stealth which I converted into a lot of MItsu parts.
