Best recommendation for starters would be to use white vinegar and water and mix it to a 50/50 solution, and use it through a spray bottle. Use a soft towel i.e. microfiber to do the work for you. If this works, make sure you clean it off, and give it a good wax.
I'm unaware of how long the ring has been on there but, the less amount of time the better. If the vinegar doesn't work, a commercial product that normally sells for fiberglass boats would be your next best option. Just remember for the future that fiberglass is incredibly porous, it's always important to dry your Vette as soon as possible to prevent this. People wonder why Vette owners stress at rain, this is the reason because water spots, rings can be a booger to get out of the paint.
I would try a clay bar since you apparently have just a single ring. I have used the vinegar and water solution on hard water stains on windows with basically no success. Clay bar treatment worked for me both on windows and the body of the car........
after you clay bar if it's not gone get some rubbing compound and use some elbow grease and then polish it...
