My first question is, what language do you have set? To me it looks like you are set to something other than English.
Not sure about all the characters. You may want to post this question in the Tech section. There are some pretty smart folks with lots of experience there that can help you.

I agree about the battery. If that doesn't work, perhaps the display is going bad or one of the computers is not working properly. I've never seen the DIC display those type of things.

Those are all standard ASCII table characters.
I'd go with corruption in Non-volatile memory.
On a desktop PC, NVRAM is kept alive by the button battery on the mother board....so yea, I'd disconnect from main battery give it 10 minutes or so for residual power to dissipate, then retry.
Or try changing languages to something else, then switch back to English.
(should force out the corrupted character set and force it to reload from firmware.)
