Insufficient info to give a correct diagnosis other than to state that the MOST COMMON cause of the column lock symptoms is a weak or bad battery or loose or corroded battery connections including at the starter solenoid..
With NO key in the ignition does the column lock??
Has a CLB been installed??
Has an LMC5 been installed?
Do you know the date on which the last Column Lock Recall service was done???
You can avoid all column lock problems by ordering and installing an LMC5 and do the "brown wire mod" when the LMC5 is installed. Here is a link to Compliance Parts web site where you can learn about the LMC5 and order one:

Have not had CLB or LMC5 installed.
Never had a recall done on the column lock. I have not received a recall notice.
