If you're having issues where the headlamps are activating upwards when you select the DRL/parking lamp position then this is likely an issue with the Multi-function Switch (this is the official fancy term for the headlight switch stalk). The switch is very prone to wear which causes it to cross-activate the various head light functions. I believe there is a detailed thread (may be a sticky) in tech that details disassembling and servicing the Multi-function Switch should you want to attempt to diagnose and/or service it.
If you're blowing a headlamp with that sort of frequency then I would suspect you have a power issue, especially if you are not blowing the same side each time. I would check that 1) you're using quality bulbs, 2) they are seated properly in their housings with no jiggle, 3) and that grounds are clean and voltage to the headlight wiring is not higher than it should be.

Not the headlamp bulbs..... the "DRL" bulbs are the ones that keep going out. I use the Sylvania "LONG LIFE" bulbs. This issue is really getting on my nerves.
Ummm...... IF I'm not mistaken, the bulbs and sockets are inserted from the top down into the housing. At least they are on my 2000 FRC.
And to answer your comment, there is no water in my DRL housings.
Have you checked voltages? Sounds like it's time to get out the multimeter and start seeing what is happening. My '98 is running the original factory bulbs in the DRL, front/rear/side marker and brake lights, so they should last a good long time.
