98 Headlight questions

98 Headlight questions
Had my 98 almost a month now.
Question#1 My headlights aren't too bright (neither am I). Do the bulbs age or are there recommended replacements that put out more light? I feel like I am driving a car with 2 flashlights strapped to the front. Even the brights really aren't.
Question#2 When the headlights are up there's about a 3 inch circular opening on the inside of the headlight on both sides. Should there be a plug there to prevent moisture from entering the headlight case?
