Default Reduced Engine Power

New member here looking for help.
98 Vette R.E.P. code 1278 resetting dic does nothing.
No throttle response, I replaced the TPS sensor, still nothing.
Am getting 10 to 13 volts on connection going to TPS sensor on all 6 pins.
Battery is new and fully charged.
I have read that the voltage should be from 0 to 5 at WOT, do I have a bad ecm or pcm ?

Do you know anyone with a code scanner that can delete the code.
Also try disconnecting the positive battery cable, leave if off for a few minutes and reconnect.

Thanks for the response, I got it running yesterday.
I have tried disconnecting the battery, I cleaned several grounds and connections, nothing worked.
Yesterday I pulled the passenger side front wheel off removed the fender well and to access the PCM or ECM whatever it is.
Unplugged the connections and sprayed with MAF sensor cleaner then blew dry with air and she runs like new again.

Update on the issues, the problem came back I was ready to sell it and give up.
I pulled the front pass.side wheel off and the fender shroud again, checked all the connections and found a 16 pin connector was cracked.
I put zip ties around it to hold it in place and put silicone around it to keep any moisture out, it's been running better than ever for a few months now.
I suppose when I would hit a bump or something it would lose connection, then hit another bump and it would run again.
I think this is a rare problem, just posting in case it can help someone.
