Then those wheels are complete garbage. No way is a wheel that far out of balance and that's 'normal'.
Just for chits and giggles, I just looked at my cars. I've got 2.25 oz TOTAL on TWO cars. To be clear, that's to balance EIGHT wheels. 5 of those wheels have no weight at all. If they were more I'd be investigating a problem. I'll give you that those wheels are 20" and they'll need a 'little' more perhaps, but imho, that's excessive. If they are indeed two piece, that would explain some of it. But in any case, I'd say they were far enough out of round that even if they are balanced, I suspect they'll wear the tires unevenly.

According to several articles on the internet and my tire guy whose been in business for 41 years they are in spec and nothing to worry about. You are fortunate with your cars and that's good but mine does not vibrate at all and is within spec albeit toward the higher end of spec. I am going to drive the hell out it and enjoy it. Also when I took the picture I thought there was 3 rows of weights on the outside but after pulling the wheel what I thought was the first row was the paper and residue of a previous set of weights.
