Default headlights didn't go down

Got home tonight turned off headlights. They went off but neither one went down. No noise and BTW both motors have been upgraded to metal gears. Lowered them manually with no problem.

Any suggestions for where to start trouble shooting will be appreciated.

Back when I had my '97, I replaced the driver side headlight gear with the brass gear. After a while, I had the same problem with the driver side headlight. The gear I had installed was only hollowed out on one side. I had a machinist friend hollow out the other side. That solved the problem. I believe the extra weight caused too much momentum that caused it to jam. I now have an '01 C5.

You might want to try....as a temp fix, repeat temp. Turn on the brights, then turn off the lights. #2 temp fix, turn on the "twilight sentinel".
OR, investigate and fix the problem.

I would start with taking the headlight control module off and examining it for cracks in the plastic housing that would allow moisture in or bulges in the plastic that would indicate component expansion. That is the mechanism that raises and lowers the headlights. Located on the passenger side below the headlight. Looks like this:
