I remember back in the day I had a TA that had that weird undercoating put on it from the dealer. A creamy brownish ugly mess. I used lacquer thinner to remove it. I had to be careful because it was on the under hood, door jams etc. It did the job really well. If your car is undercoated with that new black ripply stuff, it will be a challenge for sure, but I would still use the lacquer thinner. Use a good paint mask and heavy rubber gloves and have at it.

My cousin had the LAST Porsche 930 ever built. It was mistakenly undercoated from the factory before put on the boat and shipped over. He ordered a 55 gallon drum of solvent and put it on stands for months, painstakingly removing parts and removing the undercoating by hand.
