Any shock with the magnetic design would require voltage to energize the magnetic fluid in the shock. While in transport on trains and trucks there would be no voltage for long periods of time and the "shock stuffers" were supposed to keep the shocks from compressing too far and damaging the seals.
All dealers were sent notifications by GM to remove the stuffers prior to delivery. But as a quick search will show, this did not happen in many cases

I don't know about the 04s but a search should answer the question.

My 03 had only 24k, but I am the third owner. Hard to imagine that the first two drove this 03 around SoCal for thirteen years without having their rough riding suspension checked.

One can only imagine how many other owners with mag shocks haven't checked theirs.
