when I stand next to my 99 c5 with the key fob in hand or my pocket it constantly locks and unlocks,when I am that close to the car shouldn't it just stay unlocked until I walk out of range and then lock.
Pretty common problem with the passive feature which GM discontinued starting in model year 2000. You could take the FOB apart and clean all the dirt and pocket lint from the contacts especially the passive button and that might correct the symptoms. But most just turn OFF the passive feature to permanently avoid the symptoms. If GM chose to abandon the passive feature for the remaining C5 production years they must have known there was a significant design flaw....... JMHO
This. My 99 did the same. I turned off the passives. The key fob eventually died completely. I replaced the fob, and the new ones (as mentioned) don't have the passive feature.
The replacement fob is a battery pig, and the resistor chip in the key is worn out enough that I get the "Pull Key [...]" message about 90% of the time.
So I'm installing a bypass module and a keyless entry/push button start setup next week.

When I had my '99, I had the same issue - I just ended up switching off the passive feature and did not have any further problems. It was not a very reliable system.
