Can anyone tell me what this lug is for? It's on both sides by the grounds. I see OEM pics that show the tabs have rivets in them but not sure if I should worry about that or not.
The picture is a little large but if I'm looking at it correctly that is the passenger side frame rail ground area, which would be G102. I believe G102 controls lighting in the front area (fog [if you have a non-Z06 C5], signal, etc).

Pretty sure G102 is the plug attached to the bolt just left of the arrow in OP's picture.
I'm not sure if it is for grounding purposes or to keep the bolt from spinning or both.
It a good general practice to have all of the frame components grounded together to maintain the same electrical potential.
It looks like someone has tightened the engine cradle with an impact wrench an one time and broke the rivet loose.
I wouldn't worry too much.
You could loosen that bolt and put a new rivet in if you want.
It is really not that critical IMO. There are three other bolts.
I would be more concerned about the coolant hose rubbing in the A/C fitting. It could eventually wear through.
Yea, they screwed a lot of things up. We are in negotiations now to resolve the issues.
I have it down working on seats, interior heat barrier and grounding issues. Once I'm back to the point of driving it, I'll either have them fix it or fix it myself.
There should be a few good shops near Atlanta. The shops that specialize in Corvettes tend to be a lot quicker and more efficient. When they are set up for Vette's it can be cheaper.
It may be worth it to rent a car to go to the right shop.
