Both windows on my 2003 corvette convertible are stuck in the "up" position. I can find nothing about this problem.
Seems kinda strange that BOTH do not work which would indicate a common factor. Have you checked the obvious like a fuse or fuses ?
I HIGHLY doubt that both motor / regulator assemblies and or Left and Right DCM's have gone bad at the same time.
Agree, appears there may be a common problem since both windows will not go down. If after checking the fuses and before digging into the door panels, you may want to try this method.

Where is the fuse that would control both windows? I cannot find a windows fuse in the list in the owner's manual. Thanks.

It is unusual that both stopped working...did they cease operation at the same time?
My windows BOTH do this, just infrequently. It is common knowledge here that the window regulators hyper extend the travel, which causes them to stick on occasion.
First things first. Pull the bolt access cover directly behind your internal door pull to expose the large Torx screw just behind. Get yourself a good heavy hammer, and a punch (a screwdriver also works), line up the punch on the head of the screw, and give it a good whack with the hammer while also cycling the window switch up and down. It is easier to do it with a second set of hands, but not impossible, I do it by myself regularly. After a few good whacks, it should continue working normally...however, if there is something physically wrong like a bad wire, regulator, motor, etc this will not help, but it is the first ppace you should start.
