just wanted to say thx for the info it's so good on this board . tightened the rag joint on my 2001 and boom steering play gone was about to spend 250.00 on a damn rack

13MM socket and a long *** extension. Or a couple extensions chained together. The best route is right infront of the alternator pulley, You kinda rub on the serp. belt but its a good angle overall. No rack removal necessary, it's part of the shaft into the rack anyways.
We did this on a friend's 2001 coupe. like you said long a$$ extension. We also used a u-joint to get the angle better.
I don't remember what the torque spec is on that bolt, but we had to put it much tighter than that to get the play out.

See these pictures. Took a few snaps while out messing around with stuff. Socket is directly ontop of the bolt. Might have to mess with your steering wheel to get the perfect angle. Do not attempt to tighten unless you got a direct line. Rounding that bolt would be a bad day!
