Fuel Gauge

Does the C5 fuel gauge work if the ignition is switched to "on" or only if the car is running? It won't start, but the battery cranks strong and the gauge shows empty although I'm pretty sure it has ample fuel. Also, I have a code reader and it shows no codes. Thanks.

Yes it should show fuel and use the DIC to pull codes
