I wonder if there's a clean way to just remove it entirely, or does that mean giving up ABS as well? The one in my 98 is still working fine, but I'm just thinking ahead for the future.
The 2001 and up EBCM can be rebuilt in some instances from several sources and at my last check was still available from GM.
The modules for the early cars 97-2000 are no longer manufactured and used ones go for a premium price. More than I would want to pay IMHO.
It is just a matter of time that the newer EBCM will no longer be available new. The other side of this is the newer ones can be rebuilt in some cases.

Not to rain on your parade but Steering Position Sensors are no longer made or available for 99-00 C5's either. Just another sought after,high $$$$ used part like the EBCM.
I can understand your concerns on parts availability for 97-00 C5's.
If your on a budget then that's a huge factor in purchasing a C5.
On the other hand, if your not in a rush save your hard earned $$$$ and consider looking for a 2001 and newer C5. Parts are still available , to a degree and much better refinements were made to the later year C5's.

I have come to the conclusion that the best car for me is a 2001-004 C5 or an early C6. My budget is up to $22k.
Has anyone looked at other gm vehicles to use or modify for those parts that are no longer made? I know the Cadillac Eldorado uses awfully close headlights to a c5.

The upgrade process to the later year EBCM ONLY applies to mid model year 98's through 2000 that also have the then optional Active Handling RPO (JL4). So far no one has reported retrofitting the later year (2001 - 2004) EBCM into a NON Active Handling early year C5. The later year EBCM had the functionality for Active Handling built into it as a standard feature so using it on a NON Active Handling C5 adds an additional challenge. AH was a standard feature on 2001 and later year C5's.

If a resident computer/electronic wizard could come up with a fix that would turn off the warnings, lights, bells and buzzers it would make a lot of people happy. I really don't need ABS, active handling or traction control.
A prevailing issue that attributed to the elimination of stock is that many C5s when still relatively new suffered from EBCM issues and had them replaced under warranty. As there was such a large differentiation in styles used pre-2001 - cars with or without AH, 97-mid 98 having different location than late 98-04 cars, etc, etc - it effectively dwindled stock. 01-04 are more streamlined as some things like AH became standard equipment by this time, which eliminated the need to say have two different types of EBCM based on if the car carried AH.
I will say though keep in mind that many - including myself - are still driving pre-01 C5s, have had or are having EBCM and similar issues, and still drive the cars just fine. They still start, move, turn, stop, just like normal. It's also just one of those things you deal with when you own an old car like a C5.
You missed your calling when you retired early at age 57. You should have become a computer wizard and you could be helping all these people as well as yourself by coming up with that solution!!!!!
I took a couple of college computer classes back in the 70s. Never really developed any skills in the field. I'm out.
Until recently, a company was advertising rebuilt early EBCM's, but only for the ABS only, pre-AH cars, i.e. '97's and some '98's. Last time I looked I could not find any trace of anyone still offering those rebuilds.
Does anyone know whether having to clear the warning you get if ABS is not working would cause a fail on various state inspections? I know Maryland where I used to live is very picky, but where I live now is pretty much lights, wipers, horn and indicators/brake lights, plus a quick tire tread "look see". They don't even get in the car, just give the driver instructions as to what to turn on or off.
