I removed the cd changer in the trunk because I have not used it since I installed the after market head unit a couple of years ago.
This was under the cd changer.
I have no idea what it is for.
It's 9 " across, and 10" from the bottom, to the round hole in the top.
Sort of funny that to justify the product in the picture, the gas cap hangs down instead of correctly connected to the door via the wire hook so it doesn’t touch the car.

The gas door "hinge" has two holes for attaching the cable that holds the gas cap.
Hard to see in that picture, but the cable is attached to the rear hole.

Yep. There is also a little hook on the gas tank door to hang the wire/cap when you’re filling up similar to the picture blow. I’m the original owner of my 2004 C5 and the paint below my gas tank fill door is in perfect condition with no scratches because the cap doesn’t hang there. However, I don’t think the hook was on the door for every model year so I think they included that apron with earlier models.
I don't know when they changed but my '99 has a little cup like deal the cap itself hangs on and is very easy to knock off.. I usually hold the cap or hang it over the gas nozzle. My'03 has the hook like the picture above. Those bibs were probably for the earlier style like this.
