To remove the old one, if you look you'll find a slot in the back side of the base piece, push a thin blade into the slot and you can expand the clip off the shaft within. C&S Corvette has a great video on seat frame repair, and they show the handle removal as part of the process:
Stop by a trim shop. I'm sure they'll remove the old one for free if it's like remove a window crank handle from the old days. You need to have friends in the trim shop business.
