It's a one owner yellow 2002 Z06. 10,000 miles. All stock except for a Corsa axle back and a air intake that has 2 cone shaped filters. Includes original Ti exhaust too.
Will obviously need new tires, valve springs, ignition lock mod, and all the fluids changed. I figure that it will cost $2500 to take care of these issues. He's asking $25000 for it. One thing else, he put in some dealer installed seats with yellow inserts that I don't care for.
What would it cost for new seat covers?

I know he wants it out of the garage. Actually thinking of offering $19k.
My plan would be headers, MGW shifter, and possibly a cam, then put some miles on it. Those seats are hard to look at though with the wrinkles.
My problem is that I would need to put $2500 into it to make it road worthy. I know it isn't totally correct but KBB says it's only worth $20 in roadworthy condition.
KBB is a frankly terrible guide to value on specialty cars.
That car is realistically worth somewhere in the 22 to 24k range, depending on sellers motivation. Id listen to the advice in this thread, real world numbers are much higher than KBB
I got my 02 Millennium yellow with 27k mikes for just a hair over $22k. While he shouldn’t expect to get anything additional for his mods, you can’t really deduct for the seats really either. Tires needing replacing definitely knocks a thou off to me.
Offer $20,500 and pay up to your $22.5 limit.
Seat cover replacement is all over the place. I found a site on eBay (store) that does C5 leather seat covers for around $400 and they had good reviews. Places like Mid America are in the $800 range.

The car and the seats were purchased from Les Stanford Chevrolet in Dearborn MI one of the biggest Corvette dealers in the US. Look very cheesy to me. Owner thinks they are the greatest. Didn't dare tell him what I thought of them.

If they were stitched nicely, or at least like OEM seats, then the yellow would be fine. They almost look like a cheap set of "pullover" seat covers.
Finding a c5 Z06 with only 10,000 miles is rare==forget your upgrades--stock these cars wont hook on the street--replace with factory seats--offer 20,000 and be hppy--he might not take that because of very low miles--
looks like it has a lot of potential....I wouldn't cross it off the list. Does he have the stock seats? Keep talking to him while you continue shopping. 19k is a little insulting on that Z....I'd offer 20k and see where it goes.
