I don't know what the going prices are in Tampa. But my neighbour just bought a great condition, clean title c5 with 110k miles this week for $8,000.
And people list them on the corvette facebook groups for sale all the time for $8-12k with clean titles, similar miles, & the$10-12k range ones usually have a lot of motor work & mods.

Mine was in salvage with a bad connecting rod. Excellent modified car now.
I don't plan on selling it so I don't care about resale.
You could buy worse with a clean title. I doubt the car will ever be worth less than 8K anyway, even if you drive the **** out of it.

If its the corvette dealer on Dale Mabry in Tampa that's what they do for a living from 53's up to new corvettes. He does a great job rebuilding them. If you walked into his showroom you would never know any of the cars had rebuilt titles. Only downside is trying to resell
