I'm in Atlanta but typically for the balancer, bolt, seal, new belts and labor the charge should be $600-750

Summit racing has OE replacement for $74.00, seal $20.00, balancer oem bolt $9.00 = $103.00 figure with shipping $ 125
local mechanic shop reputable quoted me $ 460.00 labor for installation. This shop not vette specific shop and I know the manager there business so he says this is discounted price since he knows me from business relationship. This shop sis $120.00 hr.

I'm not tracking just normal and aspirated driving here and there so I don't need to go with high line HB or ARP bolt.

What you said is right on cue. I wouldn't bother with aftermarket HB or ARP bolt.

Keep in mind, the ARP is a straight "tighten to a torque value", vs. the OE type that tightens to a minimal torque value, THEN additional tightening to a specific number of degrees. Unless you have the proper tools, IMHO a single tightening process is a better way to go.
