It seems to me that the small third brake light on a C5 convertible is useless, if a following driver can't make out the four huge tail lamps they're legally blind.
Yep; there's a Federal mandate for the high mounted center stop lamp. Was an '84 or '85 law IIRC for '86 year model onwards vehicles.
There's a good recent thread here in General Chat that has a member that's contemplating the ever becoming popular third brake light flasher. It's similar to the more recent new style flashers that flash the third brake light the initial moment you put on the brakes.
The central brake light is also on different circuitry to the regular lights, which go through the hazard switch/flasher unit as they double up as turn signals.

I live in norther VA, and the flasher brake lights ARE annoying as hell in stop and go traffic!
The other fun fact is that when your hazard switch bites the dust, as it inevitable will, you will still have that center brake light, but the other four will be toast.
