First off, "no private individuals". That certainly doesn't help a lot of us "private owners". Second, "no banksters instruments" ???. Sounds like those certain emails from heads of banks/consulates/etc that are trying to "give" you money. CASH or money order only? So if the repair doesn't work or the module comes back worse off then you sent it you have no recourse to get your $$$ back.
I just purchased a door absorber for my 98 from here https://www.corvettepartscenter.com/ We got to talking about the early year vette issues and the ecbm. The gentleman told me that the ecbm is repairable on the 97-98 vettes only if code 1255 is not being displayed. They have someone in Idaho that does the repair. It may be worth checking into if someone needs a repair.
Unless they can defy the laws of physics, I don't see how ANYONE will be able to do repairs if what needs the repair is underneath the potting material....there's just no way to remove it without damaging what's underneath...

Me and a customer called him on speaker phone. It started "all are fixable but it might take a couple tries so just keep sending it back to me". (you pay for shipping). Then we pressed him if he had a 100% success rate (all) "Weeellll maybe 80%, and if we can't fix it you just pay this fee (about half the fix fee) and return shipping if you want it back". It was a very awkward talk that gave me zero confidence from a professional standpoint. We bought a used module for that car.

Yeah I've been around these cars fixing them for a while. And finding a solution for this problem has been on my radar since they discontinued the part and NOS ran out. We do some module, cluster, and radio repairs in house here and have experience sending others out to be tested and serviced. There have been a handful of vendors claiming to fix them over the years. Some have been somewhat honest and claimed a 50-60% fix rate. But all have dropped out over the years. I've tried a couple and never been in the lucky 50-60% for my customers. But I have enough knowledge and experience in this sort of thing that I wanted nothing to do with that particular service provider. Maybe I'm wrong and he can fix them. I didn't get a lot of confidence in that phone call.
