Your radio should be illuminated at night. If the instrument panel lights are turned down this will dim the lighting on the radio. If the panel lights are bright then it sounds like your lights have burned out - not too uncommon occurrence over 20 years.

Yes, the buttons on the radio should light up. If they don't, what Route99 said is the likely causes.
