Would you expect most dealers to have tune equipment?
They all generally have a Tech 2 diagnostic tool to service legacy Chevy vehicles. There are now clones available for considerably less than the authentic versions but I can't vouch how reliable they are.
I have a real Tech 2 I bought several years ago but that was an expensive purchase, even with the deep discount I got when I bought it. If you were closer, I'd update your car for you gratis. You may be able to locate someone who has one near you if you check with the local vette clubs.
