My drivers side headlight will go up and down, but on the downward motion the manual **** will spin for around 5 to 8 seconds and make a loud noise. I haven't had time to really look into it.. Any ideas what it could be?

It would be wise to replace as well the rubber bump stops in both sides (#4 in diagram below). You can get them here.
There is a TSB, that calls for shimming the driver's side motor. The parts needed for this are included in the above mentioned kit (#2 in diagram below).
There's nothing physically internally that "stops" the headlight gear motion; it's all a set amount of power applied and the external bump stops. The pivot arm hits the bump stops, but since constant power is applied against the gear you then hear the gear trying to turn but hit all the damaged teeth inside. When you pop open the side cover you'll likely see four or five teeth strewn about.
