At present with the relatively small volume of EV batteries available, most used battery packs are repurposed for power walls or home solar storage. Nissan Leaf batteries are being repurposed to power streetlights in Japan (with Solar Panels to recharge) Battery packs can be rebuilt (individual cells tested, bad ones replaced) and sold as replacement parts. This alone has reduced the prices of batteries for Honda Hybrids from 8 to 9K a few years ago to 1 to 2K. As more EVs come into use "economy of scale" will kick in making the processes of recycling cheaper. Bad cells can be recycled, the Nickle, Lithium, Manganese and other elements recovered to reuse in manufacturing new cells. Right now, most of the battery packs replaced are the responsibility of the manufacturer to control. Battery packs replaced by dealers are not landfilled as it is against the law to do so. People do need to be more responsible with small device batteries, you are correct that more end up landfilled that needs to be. People have to care and make the choice to do the right thing.
