Hello, I recently purchased a 2000 base coupe in really rough shape. I just want to confirm that the horn button is not stock and the hole is part of the dash. Is that correct? Thank you for any assistance.

I am no expert in Corvettes, or any car, but I can almost say 100% that the horn button is not stock. I have never seen anything like that on any car. Good luck with that project.
Looks stock to me. Lol. I think we al need to see more pics of this car. Looks like secretariat, seabiscuit and Hidalgo all hung out on that floor mat.

no you are all wrong. Chevrolet engineers designed and built a beautiful car and when they were done they went to autozone and bought a horn button, and broke a corner out of the dash to stick wires through.

That is definitely not stock - the horn button is contained in the cover over the center of the steering wheel. That looks like an attempt to have a horn without fixing the OEM one The broken dash is most likely due to the previous owner trying to put the aftermarket horn button in.

Me thinks this is ONE of the least of your problems. Good Luck or Pray.
Considering the prior owner really needed a horn button solution after the original, steering wheel horn pad no longer worked, sort of helps paint a picture of why the car is in the shape it's in.
